Your going to need to use Winrar or 7zip to unpack it.
Do you have this because people are getting missing map or something else? Cause I just recently figured out that if anyone has downloaded a bz2 file of the map and put it in there maps directory without extracting the bsp from it, the server will say missing map. This is because the game is looking for bsp in your maps directory and finds a bz2 file but doesn't know what do to with it. When you download the bz2 form the server, it automatically extracts it to your maps folder. So you should delete any bz2 files of that map or extract it.
